The delta v station keeping requirements for Earth-Moon L1 and L2 are less than 10 meters/second. But the delta v station keeping requirements for L3, L4, and L5 are less than 1 meter/ second.
However a lunar equatorial Distant Retrograde Orbit (DRO) would have station keeping delta v requirements of only a few centimeters/second per year. So DRO is the best place far large rotating space stations and space colonies within cis-lunar space.
