Any carbon dioxide extracted from ocean waters is carbon neutral since CO2 is continuously being absorbed by the oceans from the Earth's atmosphere.
The Earth's oceans CO2 continent is increasing, however, due to the absorption of CO2 from fossil fuels which is also increasing the acidity of the oceans.
Also, increasing ocean temperatures due to global warming decrease the ocean's ability to absorb gases from the atmosphere including CO2.
