The international space station is a possibility, obviously anyone who is starting a lottery would need a license to do so, but, it's distribution would be very good for the developing space business as an advertisement.
Manned spaceflight is expensive because the demand for such flights is extremely low. So we need to get lots of regular folks into space if we really want to kick start private commercial manned space flight in the US.
And I believe a Federally run space lotto system is the way to do it. I think that there are hundreds of millions of Americans who would be willing to spend a few dollars a year for a chance to travel to a space station or the Moon. And I think that there are billions of people around the world who would be willing to spend a few dollars every year for a chance to fly into space or to the Moon.
The US needs to be the first to take advantage of that in order to kick start our private commercial space programs. But I seriously think that most folks are ready to go!
